GENERAL INFORMATION

Family members of foreign citizens, who have been have been killed in action while serving in the Armed Forces of Ukraine, are entitled to a one-time financial aid payment.

The amount of the aid payment, as set by the resolution of the Cabinet of Ministers of Ukraine No. 168 as of 28 February 2022, is UAH 15,000,000. This amount is divided in equal parts between all eligible family members (recipients) as listed below.

The following persons are eligible for this aid payment: - parents of the deceased serviceman;

- spouse (wife/husband) of the deceased serviceman, provided that this person did not get married again after the serviceman’s death;

- children of the deceased serviceman below the age of 18 y. o.;

- other family members who have been financially dependent on the deceased serviceman (dependents): adult children of the deceased serviceman with a permanent disability acquired by them at the age below 18 y. o.; adult children of the deceased servicemen who are pursuing a full-time education and have not reached 23 y. o.; adult children of the deceased servicemen who have lost both parents and have not reached 23 y. o.

BANK ACCOUNT

In order to apply for the aid payment, each recipient shall have a bank account in one of the following state-owned Ukrainian banks: Privatbank https://privatbank.ua/, Ukrgasbank https://www.ukrgasbank.com/, Oschadbank https://www.oschadbank.ua/, Ukreximbank https://www.eximb.com/. Aid payment may be paid only to a bank account opened in one of these banks.

Please note that for a foreign citizen to open a bank account in a Ukrainian bank, banks usually demand physical presence of the account owner.

Some banks (e.g., Oschadbank) allow to open bank accounts by a representative acting on behalf of a power of attorney from the account owner. Such power of attorney shall be certified by a Ukrainian consulate in the country of origin, or certified with an apostille.

Documents needed to open a bank account are: a valid passport, and tax ID document (if applicable in the country of origin). If an account is to be opened by a representative, then a power of attorney, as described above, shall be provided too.

WHAT HAPPENS AFTER THE APPLICATION IS SUBMITTED

After a territorial recruitment and social support center receives the documents, it forwards them to a commission set by the Ministry of Defense of Ukraine, which decides in each particular case. After a positive decision by the commission, money is transferred to the applicants’ bank accounts as soon as the funds are available from the state budget.

The aid payment is paid in Ukrainian Hryvnias. Foreign nationals can either use hryvnia amounts making payments within Ukraine, or convert it to a foreign currency and make a money transfer abroad.

The aid payment is paid in installments. The first installment makes 20% of the total amount, and the remaining 80% shall be paid out in equal monthly installments within the following 40 months.

DOCUMENTS REQUIRED TO APPLY FOR FINANCIAL AID

In order to receive the aid payment, each applicant shall submit the below-mentioned documents to any territorial recruitment and social support center in Ukraine:

1. An application form, completed and signed (with bank account details). The application form shall be signed by the applicant personally.

2. A copy of an applicant’s national passport or its equivalent.

3. A copy of a document confirming the family relationship with the deceased:

  • -  for parents - the deceased serviceman's birth certificate;
  • -  for a spouse – a marriage certificate;
  • -  for a child – a child’s birth certificate;
  • -  for dependents – documents proving a dependent status (permanent disability, pursuing education, being an orphan).

    4. In case an applicant’s first name/last name/middle name was changed – documents confirming such change.

    5. In case any of the recipients dies and his/her share needs to be redistributed – a copy of a death certificate.

    6. In case any of the recipients waived his/her share of the aid payment and his/her share needs to be redistributed – a signed waiver, notarized and apostilled or legalized by a Ukrainian consulate in the country of origin.

    7. In case the deceased serviceman was not married and/or did not have children – copies of documents certifying unmarried status and absence of children.

    8. Consent for personal data procession (a form is attached).

    As regards children under 18 y. o., documents on their behalf shall be signed and submitted by their legal guardians.

    Documents shall be certified by a Ukrainian consulate, or certified with an apostille.
