As a professional with Brazilian citizenship and a license to practice law in Chile, I offer a unique binational perspective and solid experience in international law, compliance, and human rights. My career has been dedicated to creating systems that ensure legal security and transparency in cross-border operations, with a strong human rights component acquired during my tenure at Amnesty International. My military experience in peacetime as a non-combatant operator, though concluded due to surplus personnel, provided me with a solid understanding of operational structures and needs. I understand that the defense of sovereignty relies on both military capability and administrative efficiency. In this sense, my qualifications allow me to serve as a strategic link between Latin America and Ukraine, focusing on: • Governance and Human Rights Protocols: I can develop and implement governance, data protection, and humanitarian law compliance protocols. This includes creating a system for documenting and analyzing abuses to ensure accountability for war crimes. • Legal-Operational Coordination Optimization: I can design and manage communication flows between military bodies, public entities, and international allies. My fluency in Portuguese and Spanish allows me to create a centralized and efficient channel for volunteers and partners across Latin America. • Comprehensive Personnel Support System Development: I propose to structure a complete program of reception and support for foreign personnel and their families. This includes initial legal guidance and establishing communication and assistance protocols in case of injury or death in combat, ensuring families receive necessary support during critical moments.
